The Holy Spirit testifies with personal witnesses

26 “When the Helper comes, whom I will send to you from the Father, that is the Spirit of truth who proceeds from the Father, He will testify about Me, 27 and you will testify also, because you have been with Me from the beginning. John 15:26-27

32 And we are witnesses of these things; and so is the Holy Spirit, whom God has given to those who obey Him.” Acts 5:32

Only a person can testify, not things or powers.  A power is only energy it has no rationality.  On the contrary the Holy Spirit obviously has power but he also has a rational, thinking mind that can testify.
